Due to the flexibleness of charter schools, opportunities exist to implement a well-resourced, top quality bilingual education mannequin that is efficient with out the bureaucratic constraints or limitations that can result in diluted and fewer-efficient renditions of the mannequin. These have been described by Morris (1955) as syntactics, semantics, and pragmatics of the English language (See Appendix A).
